On July 7, 2025, the Minister of Industry and Trade of Vietnam issued Circular No. 44/2025/TT-BCT, which sets out the Rules of Origin for goods under the ASEAN–Australia–New Zealand Free Trade Area Agreement. The Circular takes effect from August 22, 2025.
Based on the ASEAN Secretariat’s notification and Article 36 of the Circular, and following up previous notification, The Foreign Trade Agency of Vietnam has informed Vietnamese agencies issuing Certificates of Origin (C/O) and customs authorities, from October 12, 2025 until further notice, to:

Continue applying the Circulars listed in Points a, b, c, Clause 2, Article 36 of Circular No. 44/2025/TT-BCT for exports and imports with ASEAN member states where Protocol 2 has not yet entered into force: Cambodia, Indonesia, and the Philippines.

Apply Circular No. 44/2025/TT-BCT for exports and imports with member states where Protocol 2 has entered into force: Australia, New Zealand, Brunei, Laos, Malaysia, Singapore, Thailand, and Myanmar.
