Vietnam’s Packaging Market: Stable Growth but Full of Challenges
The overall picture of the packaging industry in 2025 shows positive growth, clearly reflected in industrial production and domestic consumption figures. According to the General Statistics Office, the industrial production index in the first eight months of the year increased by 8.5% compared to the same period last year, with paper and paper product production increasing by 9.5%, and the rubber and plastic product group increasing by as much as 17.5%. Total retail sales of goods reached nearly 3,500 trillion VND, an increase of 8.1%, demonstrating that consumer demand remains the main driving force behind packaging needs.
Within the market segments, paper packaging continues to play a leading role. The market size is projected to reach US$2.85 billion in 2025 and could increase to US$4.54 billion by 2030, with a CAGR of nearly 10%. This segment benefits from the green consumer trend, the growth of e-commerce, and policies restricting plastic bags.
Flexible plastic packaging is projected to reach approximately 0.25 million tons in 2025, and is forecast to increase to 0.34 million tons by 2030 with a CAGR of 6.83%. Demand is concentrated in the processed food, seafood, and healthcare industries, while there is a shift towards easily recyclable materials. Rigid plastic packaging, although experiencing slower growth, remains stable thanks to demand from dairy, beverages, and cosmetics. Meanwhile, metal packaging is valued at US$2.17 billion and is projected to reach US$2.53 billion by 2030, closely linked to the beer, soft drink, and canned food industries.
These figures clearly reflect that the Vietnamese packaging industry is benefiting from both domestic growth and international opportunities.
Innovation Drivers: Green Consumption, E-commerce, and Environmental Responsibility
The current development of the packaging industry is driven by several strategic drivers. Firstly, the trend of green consumption. Vietnamese people are increasingly concerned about health and the environment, driving the demand for packaging that is recyclable, reusable, or made from bio-based materials. F&B, retail, and e-commerce businesses have set goals to reduce single-use plastics, shifting to paper packaging, bioplastics, or single-component films. This trend forces businesses to innovate in design and improve production standards to seize long-term advantages.
Secondly, e-commerce continues to boom. With a size exceeding US$25 billion in 2024, a 20% growth and ranking third in Southeast Asia, Vietnam’s e-commerce sector is driving demand for corrugated cardboard boxes for multimodal transport. This presents a direct opportunity for paper packaging, as online transactions increasingly require convenient, safe, and environmentally friendly packaging solutions.
Thirdly, there is technological transformation. New technologies in design, production, and management are creating fundamental changes. In particular, 2D QR codes allow consumers to trace the origin of materials, production dates, expiration dates, and recycling instructions. For businesses, real-time data enhances transparency and meets the stringent requirements of export markets.
Finally, the impact of legal regulations cannot be ignored. From January 1, 2024, Decree 08/2022/ND-CP officially requires businesses to fulfill their obligation to recycle packaging according to a certain percentage or contribute financially to the Environmental Protection Fund. Subsequently, Decree 05/2025/ND-CP increased the mandatory recycling rate for cardboard to 20%. This is a challenge but also a driving force for businesses to shift towards green production and participate in the circular economy.
Exploring the international market and positioning Vietnamese brands
Not stopping at the domestic market, the Vietnamese packaging industry is gradually asserting its position on the international map. Statistics from ITC Trade Map show that in the first six months of 2025, packaging exports increased by 8.6% compared to the same period, with paper packaging increasing by nearly 10% and plastic packaging by 4.7%. Paper packaging exports reached a trade surplus of US$405 million, becoming a potential segment leading the Vietnamese packaging industry to the world. The United States, Japan, and South Korea are the three largest markets, accounting for a high and stable share. Free trade agreements such as EVFTA, CPTPP, and VKFTA have created advantages as most import tariffs have been reduced to 0%.
It can be seen that the Vietnamese packaging industry is gradually rising not only in the domestic market but also globally, meeting increasingly stringent market standards with competitive prices.
